Moldova 2025 elections: Oligarch Plahotniuc detained, Anti-EU Narratives flood TikTok, and AUR party funds raise red flag

Each week leading up to the vote, Context.ro will be publishing a round-up of the most important investigations and news stories that highlight how foreign forces – namely Russia – are meddling in the country’s elections.

Moldova is heading into a high-stakes election on Sep. 28 amid a storm of disinformation, alleged foreign interference, and corruption scandals. In recent developments, Moldovan fugitive oligarch Vladimir Plahotniuc was detained by authorities in Greece. Plahotniuc is accused of creating and leading a criminal organization, large-scale fraud, extensive money laundering, and abuse of power. 

On the Chinese-owned social media platform TikTok, leaders of Moldova’s pro-Russian opposition parties are amassing millions of views by promoting anti-European narratives and falsehoods about the current pro-Western government. Meanwhile, the leaders of Romania’s Alliance for the Unity of Romanians, George Simion and Marius Lulea, funneled party subsidies into the pockets of a Moldovan businessman.

Moldovan Oligarch Vladimir Plahotniuc Handcuffed in Greece

Vladimir Plahotniuc, whom Chisinau authorities have sought for over six years, was arrested in Greece on Jul. 22 while attempting to travel to Dubai. Plahotniuc, who was traveling under a false identity, was accompanied by his former party colleague, Constantin Tutu, who, according to Greek authorities, was tasked with protecting the oligarch. The pair were living in a rented luxury villa in an exclusive area on the Aegean Sea coast, south of Athens, according to Ziarul de Garda.

Plahotniuc is under criminal investigation in Moldova and is placed on international sanctions lists for a litany of corruption charges..

Following searches conducted at the villa rented by Plahotniuc and Tutu, Greek police announced they confiscated 155,000 euros and 17 fake documents. Moldovan authorities have filed an extradition request for Plahotniuc, while Russia has requested Tutu be extradited to Russia, where he faces organised crime charges.  

Among the identity documents seized by Greek authorities were six Romanian documents, according to Europa Libera. Romania’s interior ministry stated that „reasonable suspicions” arose that two identity cards, two driver’s licenses, and one passport were counterfeited. A criminal investigation has been opened.

TikTok Propaganda

Moldovan outlet Mediacritica.md analyzed content on 51 TikTok accounts, 10 of which belong to politicians, 15 to bloggers and influencers, and dozens more of which are anonymous pages or belong to media figures.

One of the most popular politician accounts belongs to the leader of Our Party, Renato Usatii, who holds dual Russian citizenship. His account boasts more than 212,000 followers and 90 million views. Igor Dodon, the pro-Russian former president of Moldova and leader of the opposition Party of Socialists, has accumulated over 95,000 followers and 27 million views. Irina Vlah, former governor of the Gagauz autonomy and leader of the pro-Russian political party HEART OF MOLDOVA, has garnered over 71,000 followers and 30 million views.

Among the most widespread narratives identified by the outlet are that Moldova’s pro-Western government is a “criminal government” that has captured the state, and that the upcoming parliamentary elections are rigged. Other narratives include anti-EU messaging and stoking fears of war.

AUR uses state money to fund propaganda 

George Simion and Marius Lulea, the leaders of Romania’s AUR party, allegedly funneled party millions of lei in public subsidies to an associate, despite AUR’s claim that it had „voluntarily” renounced state funding, according to journalists at Rise Project.

The funds were funneled through companies set up months before they began transacting with AUR. The money for such propaganda ensured a profit of over 90%, mainly because they received state subsidies.

The main beneficiary of the scheme was Silviu Tanase, a 39-year-old real estate developer and AUR member originally from Chisinau. Through three companies, Tanase reaped 8 million lei from AUR.

Russian Ambassador to Bucharest lashes out at Romania’s support for Moldova

Vladimir Lipaev, Russia’s Ambassador to Bucharest, has claimed without evidence that Moldova is allegedly undergoing a process of what he described as „artificial and largely forced Romanization.” 

In an interview with the pro-Kremlin agency Ria Novosti, the Russian diplomat criticized the frequent visits of Romanian officials to Chisinau, NewsMaker.md reports.

“Romanian envoys practically visit the Republic of Moldova non-stop, demonstrating full support for President Maia Sandu and the so-called pro-European choice, as opposed to the pro-Russian one,” Lipaev stated.

The Russian diplomat also criticized the fact that “a significant number of Moldovan leaders, including the president, hold Romanian passports.” What he failed to mention was allegation – backed by evidence – of widespread Russia-backed interference in Moldova’s busy election cycle in 2024.

„In reality, the Republic of Moldova is currently being imposed an anti-national choice, which leads to the loss of national identity and state sovereignty,” Lipaev said.
